Silkscreen to Soldermask Clearance Rules
AD13 Introduced Silkscreen to Soldermask Clearance Rules.
This library part has soldermask defined pads.

The clearance violations are due to the soldermask defined pads (where soldermask swell is less than the pad size) .
Out of the box rule shown below.

Work Around:
Check Clearance to Solder Mask Openings
And use:
(IsText OR IsTrack OR IsArc OR IsFill)
OnTopSolderMask Or OnBottomSolderMask
As shown above I used a 3 mil Clearance rule. If the soldermask swell is 4 mil then this would be the same as a silkscreen to pad clearance rule of 7 mils.

Matched Length Serpentines
Match Length Serpentines . . .
Above is a screen shot of matched length nets for a DDR2 design created using Altium.
The traces shown were hand crafted using arcs with the radius set to match the desired track spacing.
The lines and arcs were stretched and rotated to create matched length tracks.

Note a Library that is not found along the specified path cannot be activated.
Library Path Relative To: Z:
Type "Not Found" occurs when a library is not found on the path "Library Path Relative To"
More than likely the library has been moved, deleted or renamed.
